  • The US-Iran Big Deal - Hooshang Amirahmadi

In the last several months, the Bush Administration has consistently rebuffed calls for direct talks with Iran made by the highest ranks of the Iranian Government, the European Union, Russia, China, the UN Secretary-General, a growing number of Congressional leaders from both parties, several American and European former Secretaries of States and National Security Advisors, and many experts and former diplomats and high-ranking military commanders...Read full...

Statement by Secretary of State Condoleezza Rice

    Secretary Condoleezza Rice
    Washington, DC
    May 31, 2006

The pursuit by the Iranian regime of nuclear weapons represents a direct threat to the entire international community, including to the United States and to the Persian Gulf region. In defiance of repeated calls from the IAEA Board of Governors and from the Security Council, the Iranian government has accelerated its nuclear program while continuing to conceal its activities from international inspectors. The US Offer to Iran - Gary Sick

This piece was originally distributed to the Gulf2000 list.

I start from the assumption that Rice's statement was a compromise document that was fought out over a period of weeks, perhaps months, in Washington between the warring tribes (the Washington Post in particular documents this in some detail in their front-page story today). One tribe seems to be centered in the State Department in the persons of Condoleeza Rice and Nick Burns; the other tribe is headed by VP Cheney and operates out of his black-box counter-policy staff in the White House -- a new phenomenon in the history of US foreign policy.
